The solution is to set the time windows using group policy or registry editor to configure BITS settings. The BITS is the major factor which control the consumption level of internet data. The BITS stand for Background Intelligent Transfer Services. It is a process that transfer files between a client and server and shows progress info related to the transfer. BITS is commonly used by Windows to download the Windows Updates to the client’s local system.

By default, BITS transfers files in the background using only idle network bandwidth. BITS compete for the full bandwidth instead of available bandwidth on a slow network. BITS have no visibility of network traffic beyond the client. So, user need to use a System policy configuration to block BITS from using the bandwidth.

Procedure to limit bandwidth & Configure BITS settings

Open Registry Editor and navigate to the location below – HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\BITS.

Right click on left side blank space and select New > DWORD value. Now create the following DWORDS and assign appropriate value.

  2. MaxBandwidthValidFrom
  3. MaxBandwidthValidTo
  4. MaxTransferRateOffSchedule
  5. MaxTransferRateOnSchedule.

This set of settings will block BITS completely between the hours shown in the image and beyond those hours BITS will use only 2 KBPS of the entire network bandwidth.  These values can be manipulated by the users as per their own preference. Similarly for Windows Pro edition, you can limit the network bandwidth for BITS background transfers using the Group Policy Editor.
